It seems a similar sort of role to Director of Football, or, at least, what I'd want someone at the club to be doing regardless of what their job title is; implementing a consistent philosophy (that should come from the owner/board) in the medium to long term, to ensure that managers and players brought into the club are the right ones to take the club forward rather than being at odds with (for a manager) the style of a previous manager or, for a player, the style the current manager is trying to implement.
