I’m not sure the wage situation is just about Pellegrini. Yes he has left the club in a bad decision because of the transfer policy but as far as I’m aware the lack of scouting was happening before him as well - though Moyes had wanted that changed in his first stint.
We’ve been making bad choices with our big buys for a while now, spending money on a name without working out whether they’ll fit with us. Hernandez was the biggest example. Ayew was another. These signings almost always flop.
I know he is not without ability but what did Yarmalenko ever do to warrant that kind of wage? At least Hernandez had played at the top level.

Let's not kid ourselves here, players and their agents have more power than owners; if Rice feels like he'd get what he believes he's worth and top level football elsewhere, his agent will be making some calls.

All this Rice talk, we still haven’t signed anybody & another player has left the Women’s team. They started last season with 25 registered at the moment they have just 14!
No one knows if Rice feels valued apart from Rice himself to be fair he was given a chance after rejection at Chelsea got first team football, been made captain and got into the England team at West Ham if we had made him an offer that would make him the clubs top earner and he wants more there is not a lot else the club can do IMO. I think we all know he will go on to bigger things at some point as we can't offer him elite level football regularly challenging for trophies champions league etc. We might get one more season at most then I think he will get his move but it has to right for West Ham and not just for him and his agent.

But it's big news because people are under the impression it's happening right now, and he's playing well for England, and it's transfer window time.
I don't personally see it as a big deal that they haven't yet been able to agree an improved contract, particularly when the contract has plenty of years to run.

It reminds me a bit of what happened at Portsmouth a good few years back. Threw money at trying to get amongst the big boys by signing the likes of Lass Diarra, Defoe, Crouch etc. but it caught up with them very quickly and then there was a mass exodus in a desperate attempt to balance the books.

The club must be relaxed as Rice has at least 3 years left on his current deal. The club know that he will go within that time (we all do) & they also know it will be for a pretty reasonable penny. The only question is do you cash in now (probably Rice’s pinnacle value given the Euros) or do you wait another year & maybe get less. Either way, he is under contract for another 3 years, we either get a load of money or we retain our best player.
Rice must be relaxed as he knows he’s only 22, he knows (worse case) he’ll be a freebie by 25, still 10 years left in him. He also knows he is at a club where he is comfortable (having just finished in the top 6), has a great bond with the fans, has European football this season as a minimum &, all the while, none of that has stopped him being one of the first names on the team sheet for his national side. Not a bad position to be in. He also knows there are going to be lots of clubs after him & he’ll have the pick of any of the top teams, whether that be now or next year or the year after. He’s not 28 & coming to the end of his career like Kane, his last big contract. He’s got time on his side. There would be no need for him to sign a new contract with us as I am sure he anticipates moving on before the end of his current deal, as do we & as do the club. The only motivation to sign a new deal with us is for a pay increase.
The fans must be relaxed as they know Rice is going to go at some point, they know it will be for good money but also know he will probably give his all in the mean time for the club & not throw his toys out the pram.
I don’t see the club selling him this summer. I don’t think there will be much business done by us & so to compensate I think they will keep Rice but I fully expect him to go next summer, when the COVID situation has resolved itself & clubs like City need a CM more urgently.

They could argue that the 'bad' news of Rice not wanting to sign a new contract wasn't made public at a time when they wanted maximum positivity to get as much money from season ticket renewals as they possibly could.
They could also argue that the news was made public to possibly villainize Rice and his agent to soften the criticism they'd get for selling him.
I suppose it depends on how cynical you are and how much you trust Sullivan. Personally, I can see him low-balling Rice and hoping that it forces a move.
But of course I'm hoping it's all something of nothing.
