I thought there was a new press standard in place (since the start of January) which requires papers to use headlines that reflect the content of the article. That Express one clearly breaches that code.

Loughton, I haven't heard of it either but if it's with the IPCC then many tabloids aren't signed up.

There is no binding code of ethics, they exist in different forms but are rarely followed. For example, I'm signed up to a code but only because I am a member of
the National Union of Journalists but they have very few members.
