I have also done my research in to artists close to me, I would have to wait 2-4 weeks just to get an appointment (good sign for a tattoo artist), so I have time to find the right one.

Any good artist will provide you with a full consultation before the inking starts. You should treat it as interviewing them, ask to photos of the work that they've done that is similar to your design. Also be open to their suggestions as to changing your design slightly. It really should be a collaboration; you know what you want and the artist knows what is possible.
Oh, and if you need a motive for taking your time, just google "worst ever tattoos" ;lol
