On-loan players are forbidden to play against their parent club in the Premier League. They are, however allowed to play against their parent club in domestic cup competitions, unless they have already featured in the competition for their former side. This rule is called being cup-tied.

That was how I remembered it, but I also think there can be additional 'cup clauses' added in to the loan deal.
I would hope West Brom will be still fighting for automatic promotion and if so likely to not risk key players for that, hopefully we will put a few results together to ease relegation fears and be able to put out a full strength squad. Its at home and that's the main thing with ant cup tie.
