West Ham request the clearance from the English FA who then request the Certificate from, in this case, the Turkish FA who, once have clarification from the selling club that he no longer holds a contract with them, will issue the certificate to the English FA who then forward it onto West Ham. This can be done by fax/email.
So theoretically a couple of hours but in practise a couple of days. He should be cleared for the weekend.

It's like the Royal Mail. A letter gets posted, goes to a multi-million pound sorting computer, is relayed electronically through destination gates, is sorted into delivery channels and then they give it to a bloke on a bike. ;lol
